When the monument was unearthed, only 64 characters could be identified. The monument mainly records the internal affairs. During the Ming Dynasty, an official of Haizhou Granary embezzled food and money, which was later seized by the supervisor of Huai'an Government. The official's greed was engraved on the monument to warn future generations.
